JILI86 Sabong Philippines Law: What PD 449 and EO 9 Allow
Sabong is legal in the Philippines only inside a licensed cockpit under PD 449, on the days the decree names; e-sabong has stayed suspended nationwide since 2022 under Executive Order 9.
| Fact | Value |
|---|---|
| JILI86 Cockfighting Law Philippines | Presidential Decree 449, the Cockfighting Law of 1974, allows cockfighting only inside a licensed cockpit, on Sundays, legal holidays and local fiestas of up to three days, under a licence a city or municipal mayor issues. |
| JILI86 E-Sabong Executive Order | The e sabong executive order is Executive Order 9, signed 28 December 2022, which continues the nationwide suspension of every e-sabong operation, bars live-streaming or broadcasting a cockfight outside a cockpit, and bars remote betting on one. |
| JILI86 Tupada | A tupada is an unlicensed cockfight held outside a licensed cockpit — a backyard or vacant-lot derby with no mayor's licence behind it — which makes it illegal under PD 449 regardless of the day it's held. |
Presidential Decree 449, the Cockfighting Law of 1974, is the core of sabong Philippines law: cockfighting is allowed only in licensed cockpits, on set days, under a license a city or municipal mayor issues. Nothing in that decree covers a screen. E-sabong has stayed under nationwide suspension since 2022, first by a spoken stop order and then by Executive Order 9, and no online lobby sits outside that suspension by carrying anything else. This page maps what the 1974 law actually permits, what changed in 2022, and the three narrower questions the pages linked below answer in full.
Sabong Philippines Law: What PD 449 Actually Permits
PD 449 does not ban cockfighting; it fences it into a specific place, a specific licence and a specific calendar.
| Element | What the decree sets |
|---|---|
| Where | Only inside a licensed cockpit |
| Who licenses it | The city or municipal mayor |
| How many | One cockpit per city or municipality; two where population exceeds 100,000 |
| When | Sundays, legal holidays, and local fiestas for up to three days |
| Never on | 30 December (Rizal Day), 12 June (Independence Day), 30 November (National Heroes Day), Holy Thursday, Good Friday, Election or Referendum Day, Registration Days |
| Penalty for breaking it | Prision correccional and a fine, up to ₱2,000 in the decree’s own text |
A cockpit operating on a day not in that list, or without the mayor’s licence behind it, is already outside PD 449 regardless of anything else about the venue. The penalty clause is aimed at the venue and its operator, not at a spectator buying a ticket to watch a legal derby on a permitted day.
Is Sabong Legal in the Philippines Right Now?
Split the question in two and it answers itself.
- In a licensed cockpit, on a permitted day — legal, and has been since 1974.
- Anywhere else, or streamed for a bet placed off-site — not legal, and has not been since e-sabong’s 2022 suspension.
Sabong Legal Philippines: What Changes Inside the Cockpit Fence
The word “legal” only attaches to the format PD 449 actually licenses, not to sabong as a general activity.
| Format | Licensed under | Current status |
|---|---|---|
| In-person cockfight, licensed cockpit, permitted day | PD 449, mayor’s licence | Legal |
| E-sabong (livestreamed, remote betting) | Nothing currently in force | Suspended nationwide since 2022 |
| Tupada (unlicensed, off-cockpit) | Nothing | Illegal under PD 449 at any time |
Why Online Sabong Legal Status Differs From a Cockpit’s
A cockpit's mayor-issued licence gets read as if it also covers a livestream of that same cockpit.
It doesn’t. Executive Order 9 suspends live-streaming or broadcasting a cockfight outside a cockpit and bars remote betting on one, on top of the licence question the cockpit itself already answers. A licence to run the venue is not a licence to broadcast or take bets on it from elsewhere.
'Online sabong' gets treated as one legal question when it is actually two.
The first question is whether a cockpit exists and is licensed — PD 449’s territory. The second is whether anyone may stream, broadcast or bet on that cockfight remotely — Executive Order 9’s territory, and its answer has been no since 2022.
What Changed in 2022, and What Didn’t
President Duterte ordered e-sabong stopped on 3 May 2022, in a spoken directive rather than a written decree. Marcos then signed Executive Order 9 on 28 December 2022, which continues that suspension in writing, bars live-streaming or broadcasting a cockfight outside a cockpit, and bars online, remote or off-cockpit betting on one. PAGCOR coordinates enforcement of the order with local governments.
- Before 3 May 2022 — e-sabong operated under its own licensing category, separate from a physical cockpit’s.
- 3 May 2022 — the spoken stop order ends e-sabong operations.
- 28 December 2022 — Executive Order 9 puts that suspension into a written, enforceable order and adds the live-streaming and remote-betting bars.
The Three Questions This Pillar Sends You To
Each of the three pages below answers one distinct part of the cockfighting law that created licensed cockpits, the executive order that kept e-sabong suspended, or what tupada means under Philippine law.
| Page | Question it answers | Key date |
|---|---|---|
| The cockfighting law’s licensed-cockpit requirement | What PD 449 licenses, and who licenses it | 9 May 1974 |
| The 2022 e-sabong suspension order | Why e-sabong went from licensed to banned | 28 December 2022 |
| Tupada’s illegal, unlicensed status | Why an unlicensed backyard cockfight is illegal at any time | — |
Why an Online Lobby Offering Live Sabong Sits Outside the Law
A casino lobby that is otherwise licensed gets assumed to cover any sabong section it might carry too.
It doesn’t work that way. Executive Order 9’s bars on live-streaming, broadcasting and remote betting on a cockfight apply regardless of what other licence a lobby holds for its other games. A licence for slots or live tables says nothing about sabong.
Checking whether JILI86 is legit under PAGCOR’s own list is a separate question from sabong entirely, and this page does not conflate the two.
Checking a Sabong Claim Against the Primary Source
- Read PD 449’s own text rather than a summary of it, since the permitted-days list and the licence structure are both stated exactly in the decree.
- Read Executive Order 9’s own text for what it suspends, rather than a paraphrase of the 2022 news coverage.
- Confirm PAGCOR’s enforcement role directly, since it coordinates with local governments rather than acting alone.
- If gambling itself is the concern rather than sabong specifically, the responsible gaming steps PAGCOR provides sit on their own page.
None of these four steps require an account anywhere; each one reads a public document or a public list.

FAQ
Is sabong legal in the Philippines?
Inside a licensed cockpit, on the days PD 449 names, yes. Outside a cockpit, streamed, or bet on remotely, no — that half of sabong has stayed suspended nationwide since 2022.
Is online sabong legal in the Philippines right now?
No. Executive Order 9 continues a nationwide suspension of every e-sabong operation, bars livestreaming or broadcasting a cockfight outside a cockpit, and bars remote betting on one.
What does sabong legal Philippines actually cover day to day?
PD 449's licensed-cockpit rule, the permitted days, the one-cockpit-per-city limit, and the license a mayor issues. It has never covered a screen, before or after 2022.
What is tupada, and does this law reach it?
Tupada is an unlicensed cockfight staged outside a licensed cockpit. PD 449 licenses cockpits, not backyards or vacant lots, so a tupada sits outside the law by definition.
Who actually licenses a cockpit?
The city or municipal mayor where it sits. PD 449 caps the count at one cockpit per city or municipality, two where the population passes 100,000.
Does this page explain how or where to bet on sabong?
No. It maps what PD 449 permits and what Executive Order 9 suspends. Betting instructions for a suspended activity aren't something any page on this site provides.
